The Senate bill, S. 2845, passed in an overwhelming bipartisan vote. H.R. 10 barely survived a move on the House floor to substitute the Senate bill and contains many controversial provisions regarding surveillance, immigration, and other issues that violate privacy, civil liberties and human rights.

We also urge you to reconsider those provisions of the Senate bill that raise privacy concerns such as those that appear to be a precursor to a national ID. We do not believe that the Congress or the public has had an adequate opportunity to analyze the ramifications of these provisions on privacy and civil liberties.

Sincerely,

Alliance for Human Research Protection
American Association of University Professors
American Booksellers Foundation for Free Expression
American Civil Liberties Union
American Humanist Association
American Immigration Lawyers Association
American Library Association
American-Arab Anti-Discrimination Committee
Americans for Religious Liberty
Arab American Institute
Asian American Legal Defense and Education Fund
Asian Law Caucus
Association of Asian Pacific Community Health Organizations
Association of Pakistani Physicians of North America
Association of Research Libraries
Bangladesh American Association for Rehabilitation in New York
Bill of Rights Defense Committee
Center for Community Change
Center for Constitutional Rights
Center for Democracy and Technology
Center for National Security Studies
Common Cause
Consumer Action
Council on American-Islamic Relations
Cyber Privacy Project
Dharma Megha
DownsizeDC.org, Inc.
Empowering the Korean American Community
Estes Valley Multicultural Connections
Fair Immigration Reform Movement
Fairfax County Privacy Council
Federation of American Scientists
Feminists for Free Expression
First Amendment Foundation
Friends Committee on National Legislation (Quaker)
Hate Free Zone Campaign of Washington
Immigration Equality
India Development Society
India Foundation
Indian American Center for Political Awareness
International Center for the Study of Psychology and Psychiatry
International Service Society
Korean American Resource & Cultural Center
Korean Resource Center
League of Women Voters of the U.S.
Libertarian Party
Multiracial Activist
National Asian Pacific American Legal Consortium
National Association of Criminal Defense Lawyers
National Coalition Against Repressive Legislation
National Council of La Raza
National Immigration Project
National Korean American Service & Education Consortium
National Lawyers Guild
Open Society Policy Center
Pain Relief Network
Peacefire
People For the American Way
Presbyterian Church (USA), Washington Office
Privacilla..org
Private Citizen, Inc.
Reporters Committee for Freedom of the Press
Republican Liberty Caucus
The Rutherford Institute
Seva International
Sikh Mediawatch and Resource Task Force
Society of American Archivists
Southeast Asia Resource Action Center
Tahirih Justice Center
Unitarian Universalist Association of Congregations
Unitarian Universalist Service Committee
University Research Associates
Vaishnava Center for Enlightenment
Vedanta Society of East Lansing
Washington Watch
Women For: Orange County
World Privacy Forum

October 15, 2004Joint Letter to Conference Committeeon S. 2845 and H.R. 10 PDF version available here.
