App.), and in order to establish a\r\nPresident's Advisory Board on Race, it is hereby ordered as follows:\r\n\r\n Section 1.  Establishment.  (a) There is established the President's\r\nAdvisory Board on Race.  The Advisory Board shall comprise 7 members\r\nfrom outside the Federal Government to be appointed by the President.\r\nMembers shall each have substantial experience and expertise in the\r\nareas to be considered by the Advisory Board.  Members shall be\r\nrepresentative of the diverse perspectives in the areas to be considered\r\nby the Advisory Board.\r\n\r\n (b) The President shall designate a Chairperson from among the members\r\nof the Advisory Board.\r\n\r\n Sec. 2.  Functions.  (a) The Advisory Board shall advise the President\r\non matters involving race and racial reconciliation, including ways in\r\nwhich the President can:\r\n\r\n (1) Promote a constructive national dialogue to confront and work\r\nthrough challenging issues that surround race;\r\n\r\n (2) Increase the Nation's understanding of our recent history of race\r\nrelations and the course our Nation is charting on issues of race\r\nrelations and racial diversity;\r\n\r\n (3) Bridge racial divides by encouraging leaders in communities\r\nthroughout the Nation to develop and implement innovative approaches to\r\ncalming racial tensions;\r\n\r\n (4) Identify, develop, and implement solutions to problems in areas in\r\nwhich race has a substantial impact, such as education, economic\r\nopportunity, housing, health care, and the administration of justice.\r\n\r\n (b) The Advisory Board also shall advise on such other matters as from\r\ntime to time the President may refer to the Board.\r\n\r\n (c) In carrying out its functions, the Advisory Board shall coordinate\r\nwith the staff of the President's Initiative on Race.\r\n\r\n  Sec. 3.  Administration.  (a) To the extent permitted by law and\r\nsubject to the availability of appropriations, the Department of Justice\r\nshall provide the financial and administrative support for the Advisory\r\nBoard.\r\n\r\n (b) The heads of executive agencies shall, to the extent permitted by\r\nlaw, provide to the Advisory Board such information as it may require\r\nfor the purpose of carrying out its functions.\r\n\r\n (c) The Chairperson may, from time to time, invite experts to submit\r\ninformation to the Advisory Board and may form subcommittees or working\r\ngroups within the Advisory Board to review specific matters.\r\n\r\n (d) Members of the Advisory Board shall serve without compensation but\r\nshall be allowed travel expenses, including per diem in lieu of\r\nsubsistence, as authorized by law for persons serving intermittently in\r\nthe Government service (5 U.S.C. 5701-5707).\r\n\r\n Sec. 4.  General.  (a) Notwithstanding any other Executive order, the\r\nfunctions of the President under the Federal Advisory Committee Act, as\r\namended, except that of reporting to the Congress, that are applicable\r\nto the Advisory Board shall be performed by the Attorney General, or his\r\nor her designee, in accordance with guidelines that have been issued by\r\nthe Administrator of General Services.\r\n\r\n (b) The Advisory Board shall terminate on September 30, 1998, unless\r\nextended by the President prior to such date.\r\n\r\n\r\n       WILLIAM J.
