On September 30 the U.S. Court of Appeals in Richmond ruled in my favor in
a lawsuit concerning the county legislation delegation system in SC.

They ruled the county delegation system unconstitutional which may eventually
lead to the demise of a whole level of government. It is a case which has taken
eight years to work its way through the court system. Some times we citizens
can beat government. It should be very interesting to other those who live in
southern states that still have a county delegation system. i thought
you might be interested because the system was originally started to
discrimanate against blacks in the south. Neil Vander Linden
