LANSING — The fractious debate over affirmative action in Michigan is to resume Thursday when a state elections panel considers proposed language for a petition to ban race-based hiring and college admissions decisions.

A group called the Michigan Civil Rights Initiative is offering the proposal, which would reduce the use of affirmative action. The group was formed after the U.S. Supreme Court’s decisions in Juneregarding University of Michigan admissions policies.
